We’re seeking a motivated Construction Project Manager with at least three years of
construction experience who is ready to expand their knowledge, contribute to
successful projects, and grow into a larger leadership role over time.

Position Overview
The Construction Project Manager is responsible for supporting and overseeing projects throughout the entire construction lifecycle from preconstruction planning through project completion. This role works closely with company leadership, field personnel, clients, architects, vendors, and subcontractors to ensure projects are delivered safely, on schedule, within budget, and to the highest quality standards. This position reports directly to the owner and provides significant opportunities for
professional growth and advancement.


Key Responsibilities:

Project Management & Coordination

  • Manage construction projects from conception through completion.
  • Coordinate daily with clients, architects, engineers, subcontractors, suppliers,
    and field personnel.
  • Review project plans, specifications, blueprints, and structural drawings.
  • Conduct and document project meetings, maintaining accurate records and meeting minutes.
  • Monitor project progress and proactively resolve issues to keep projects on
    schedule.

Budgeting, Scheduling, Cost Control, & Procurement

  • Estimating, bid creation, budgeting, forecasting, and cost tracking.
  • Ordering and monitoring delivery of materials to the jobsite.
  • Manage project schedules and coordinate resources to meet milestones.
  • Monitor labor productivity, equipment utilization, and material procurement.
  • Support billing processes and maintain accurate project financial records.
  • Ensure projects remain aligned with budgetary objectives

Contract Administration

  • Review and process subcontracts, change orders, RFIs, submittals, and project documentation.
  • Assist with vendor and subcontractor negotiations.
  • Prepare project proposals, clarifications, alternates, and value engineering
    recommendations.
  • Maintain organized project files and documentation throughout the project
    lifecycle.

Quality, Safety & Client Service

  • Oversee punch list completion.
  • Promote company safety standards and jobsite compliance.
  • Ensure work meets project specifications and client expectations.
  • Maintain strong client relationships through clear communication and
    professional service.

Team Development & Company Growth

  • Collaborate with internal teams to evaluate project feasibility and execution
    strategies.
  • Contribute to process improvements and operational excellence initiatives.
  • Continue developing project management and leadership skills through mentorship and hands-on experience.

Qualifications:

Required

  • High school diploma or equivalent.
  • Minimum 3 years of construction industry experience.
  • Working knowledge of construction materials, methods, equipment, and
    terminology.
  • Ability to manage multiple projects and priorities simultaneously.
  • Proficiency with Microsoft Office
  • Strong communication, organizational, and problem-solving skills.
  • Ability to read and interpret architectural plans and project specifications.
  • Strong interpersonal, negotiation, and conflict-resolution skills.
  • Team-oriented mindset with a willingness to learn and grow.


Preferred

  • Proficiency with AI tools and Builder Trend (or similar) software
  • Experience in project coordination, project engineering, estimating, or project management.
  • Experience working with subcontractors, vendors, and construction scheduling
    software.
  • Knowledge of commercial and/or residential construction projects.

With a background as an onsite Superintendent and Construction Manager, Jesse has led complex projects from pre-construction through completion, operating at the intersection of design intent, technical execution, and schedule discipline. His experience includes standout hospitality environments in San Diego. Such as Ironside Oyster, Polite Provisions, and Herb & Sea.

This foundation translates directly into his work in residential development, where he applies the same rigor to creating homes that are not only visually compelling, but structurally sound, energy-efficient, and built for long-term performance.

As a Passive House Certified Builder with LEED credentials, Jesse brings a deep understanding of building science and applies it in a practical, field-driven way. His work emphasizes tight building envelopes, efficient systems, and construction methods that reduce risk and enhance durability.

At Heilig Development, Jesse leads all construction operations, and ensures each project is executed with a level of discipline and attention to detail that supports premium outcomes and predictable results.

Rebecca Heilig

Co-Owner | Development, Strategy & Market Positioning

Rebecca Novis Heilig is a co-owner of Heilig Development LLC and a leader in sustainable development, real estate strategy, and high-performance building. She is known for her ability to align design, sustainability, and financial performance into cohesive, high-performing projects.

Rebecca previously served as Director of Carbon-Free Construction at Earth Advantage, where she helped shape industry direction around low-carbon building practices and scalable solutions. Her leadership background also includes roles as President of Energy Inspectors and Chief Revenue Officer of Quality Built, where she contributed to improving construction quality and performance across national residential portfolios.

As a licensed real estate broker with Keller Williams, Rebecca brings a critical market perspective to development, ensuring that each project is positioned to meet buyer demand while maximizing value.

Her expertise lies in translating sustainability into a competitive advantage. By leveraging certifications, energy strategies, and incentive programs, she helps deliver projects that achieve lower operating costs, stronger marketability, and long-term asset performance.
